The bill appropriates $10,000,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Richfield, Hennepin County, to design and construct approximately 1.4 miles of roadway and related infrastructure on Nicollet Avenue. This includes the replacement of water main, sanitary sewer main, and storm sewer main, as well as funding for predesign and the acquisition of real property or easements necessary for the project. The appropriation is intended to support the local cost-share in cooperation with Hennepin County for the Nicollet Avenue reconstruction project.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to provide the necessary funding. The bond sale will be conducted in accordance with existing Minnesota statutes and constitutional provisions. The effective date of this section is the day following its final enactment.
