The bill proposes an appropriation of $15,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Minnetonka. This funding is designated for the acquisition of property and the predesign, design, construction, furnishing, and equipping of a public gathering space that will include a plaza, parking, trails, and other visitor amenities adjacent to the Southwest Light Rail Transit Opus station. This appropriation is in addition to a previous allocation made in Laws 2023, chapter 71, article 1, section 14, subdivision 28.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $15,000,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The bill also states that it will take effect the day after it is enacted.
