This bill mandates that members of the legislative committees overseeing education policy and finance in Minnesota must observe a teacher or administrator for at least 12 hours during each biennium. The observations are intended to provide committee members with firsthand experience in the educational environment, specifically within elementary, middle, or secondary schools.

Additionally, the bill requires that members report their observations, detailing the date, hours, names of the individuals observed, school site, and grade levels. These reports must be submitted to the appropriate legislative leaders and made available electronically to the Legislative Reference Library, which will publish them on its website. The house of representatives and the senate are also tasked with adopting rules to implement these requirements, with the provisions set to take effect on July 1, 2025.
