The bill appropriates $8,000,000 from the bond proceeds account in the state transportation fund to the commissioner of transportation for the Progress Parkway project in the city of Eveleth. This funding is designated for various activities including predesign, design, engineering, environmental analysis and mitigation, land acquisition, construction, and reconstruction of the roadway, which will improve intersections and realign and extend the road from U.S. Highway 53 and St. Louis County State-Aid Highway 142 to Trunk Highway 37 and Station 44 Road. This appropriation is in addition to a previous allocation for the same purpose made in Laws 2023, chapter 68.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $8,000,000. The issuance of these bonds will follow the procedures outlined in Minnesota Statutes, sections 16A.631 to 16A.675, and comply with the Minnesota Constitution, article XI, sections 4 to 7. The bill will take effect the day after it is enacted.
