The bill appropriates $8,000,000 from the bond proceeds account in the state transportation fund for the Progress Parkway project in the city of Eveleth. This funding is designated for various stages of the project, including predesign, design, engineering, environmental analysis and mitigation, land acquisition, construction, and reconstruction of the roadway. The project aims to improve intersections and realign and extend the road from marked U.S. Highway 53 and St. Louis County State-Aid Highway 142 to marked Trunk Highway 37 and Station 44 Road. This appropriation is in addition to a previous allocation for the same purpose made in Laws 2023, chapter 68.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $8,000,000. The sale and issuance of these bonds will be conducted in accordance with the relevant Minnesota Statutes and the Minnesota Constitution. The bill also specifies that it will take effect the day following its final enactment.
