This bill mandates that health insurance plans in Minnesota provide coverage for cancer imaging and clinical genetic testing. Specifically, it defines "clinical genetic testing" as germline multigene testing for inherited mutations linked to increased cancer risk, and "imaging" as evidence-based cancer imaging modalities following the National Comprehensive Cancer Network (NCCN) guidelines. The bill requires that health plans cover imaging for enrollees at increased cancer risk and clinical genetic testing recommended by healthcare providers for those with personal or family cancer histories. Importantly, this coverage is not subject to cost-sharing, meaning enrollees will not have to pay deductibles, co-payments, or coinsurance for these services.
Additionally, the bill includes a provision that if the application of the no-cost-sharing requirement would affect an enrollee's eligibility for health savings accounts or catastrophic health plans, the coverage for imaging and clinical genetic testing will only apply after the enrollee has met their health plan's deductible. The new law is set to take effect on January 1, 2026, and will apply to health plans offered, issued, or renewed on or after that date.
