The bill proposes an appropriation of $44,800,000 from the bond proceeds fund to the Public Facilities Authority for the development of a new regional wastewater treatment facility in Goodhue County. This facility will be constructed for the joint powers sanitary district, which includes the cities of Zumbrota, Goodhue, Pine Island, and Wanamingo. The funding will cover the design, engineering, permitting, construction, and equipping of the facility, which will also serve the Elk Run settlement lands of the Prairie Island Indian Community by connecting to existing infrastructure in Pine Island.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $44,800,000 to finance this appropriation. The provisions for the bond sale will follow the guidelines set forth in Minnesota Statutes and the Minnesota Constitution. The bill will take effect the day after it is enacted.
