The bill proposes an appropriation of $44,800,000 from the bond proceeds fund to the Public Facilities Authority for the development of a new regional wastewater treatment facility in Goodhue County. This facility will serve the joint powers sanitary district, which includes the cities of Zumbrota, Goodhue, Pine Island, and Wanamingo, and will also provide wastewater treatment services for the Elk Run settlement lands of the Prairie Island Indian Community. The funds will be used for the design, engineering, permitting, construction, and equipping of the facility, as well as necessary infrastructure improvements to connect it to the communities within the sanitary district.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $44,800,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section will be the day following its final enactment.
