The bill appropriates $3,909,000 from the bond proceeds fund to the Pollution Control Agency for a grant to the city of Blooming Prairie. This funding is designated for the design, construction, reconstruction, and equipping of capital improvements along the Trunk Highway 218 corridor to address soil and groundwater contamination. The appropriation will cover the removal, replacement, and remediation of contaminated soil, as well as the replacement and rehabilitation of wastewater, drinking water, and other public utility infrastructure within the project area.
To facilitate this funding, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $3,909,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section is set for the day following its final enactment.
