The bill appropriates $15,000,000 from the general fund for fiscal year 2026 to the commissioner of employment and economic development as a grant to WE WIN Institute, Inc., a nonprofit organization. The funds are designated for the acquisition and improvement of property in Minneapolis to enhance the organization's facilities, which provide academic, social, and culturally specific programming and food services for black students. The appropriation allows for the purchase of additional property to create a meeting and gathering space for community partnerships, as well as for the predesign, design, construction, furnishing, equipping, and renovation of both the existing and new facilities.
Additionally, the bill specifies that this appropriation is a one-time allocation and will remain available until the project is completed or abandoned, in accordance with Minnesota Statutes, section 16A.642. It also notes that this funding is supplementary to a previous appropriation made in Laws 2023, chapter 71, article 1, section 14, subdivision 105. The effective date of this section is set for the day following its final enactment.
