The bill establishes a Traffic Calming Infrastructure Improvements Program aimed at enhancing traffic safety in cities of the first class in Minnesota. It appropriates a total of $20 million from the general fund, with $10 million allocated for fiscal year 2026 and another $10 million for fiscal year 2027. The funds will be distributed by the commissioner of transportation, with 50% based on each city's population share and the other 50% based on each city's financial needs as determined by existing state statutes. Eligible improvements under this program include various traffic calming measures such as horizontal and vertical deflection elements, intersection enhancements, paint, curb bump-outs, bollards, raised crosswalks, and other safety improvements within the right-of-way. Notably, improvements made on nonmunicipal state-aid streets will not be required to adhere to municipal state-aid street standards, allowing for greater flexibility in implementing these safety measures.
