The bill proposes an appropriation of $200,000 from the general fund for the fiscal year 2026 to facilitate the replacement of the statue of Henry Mower Rice in the Statutory Hall of the United States Capitol with a statue of Hubert H. Humphrey. The funds will cover the costs associated with the removal and transportation of the Rice statue to the Minnesota State Historical Society, the recasting of the existing Hubert H. Humphrey statue from the Minnesota State Capitol mall, and the installation of the new statue in the Capitol.

Additionally, the bill specifies that this appropriation is a one-time allocation and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642. The effective date of this section will be the day following its final enactment.
