The bill proposes an appropriation of $200,000 from the general fund for the fiscal year 2026 to facilitate the replacement of the statue of Henry Mower Rice in the Statutory Hall of the United States Capitol with a statue of Hubert H. Humphrey. The funds will cover the costs associated with the removal and transportation of the existing statue, the recasting of the Hubert H. Humphrey statue currently located at the Minnesota State Capitol, and the installation of the new statue in the Capitol. This appropriation is designated as a one-time funding source and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642.

Additionally, the bill includes a provision stating that the section will take effect the day following its final enactment.
