This bill appropriates a total of $13 million from the bond proceeds fund for the establishment of education learning centers for two special education cooperatives in Minnesota: Northern Lights Special Education Cooperative No. 6096-52 and Area Special Education Cooperative No. 997. Each cooperative will receive $6.5 million to predesign, design, construct, renovate, furnish, and equip facilities that will support regional educational programs for students with autism, cognitive disabilities, emotional and behavioral disorders, and other specific educational needs. The bill specifies that these appropriations do not require a nonstate match.
To fund these appropriations, the commissioner of management and budget is authorized to sell and issue state bonds up to the amount of $6.5 million for each cooperative, following the procedures outlined in Minnesota Statutes. The bill also includes an effective date stating that the provisions will take effect the day after final enactment.
