This bill modifies the requirements for public schools in Minnesota regarding the use of American Indian mascots. Starting September 1, 2026, schools are prohibited from using names, symbols, or images that depict or refer to American Indian tribes or individuals unless they obtain an exemption. The bill establishes a new process for schools to apply for mascot replacement assistance, which includes reporting requirements for districts that have not received an exemption. Schools must report their progress in removing prohibited mascots and must submit their reports to legislative committees and the Legislative Reference Library. The effective date for these reporting requirements is set for after June 30, 2025.
Additionally, the bill amends the exemption process, allowing schools to seek consent from the nearest Tribal Nation instead of requiring a request to all 11 federally recognized Tribal Nations in Minnesota. The bill also includes an appropriation for mascot replacement assistance, enabling public schools to apply for reimbursement of costs incurred in complying with the new mascot regulations. The commissioner of education is tasked with establishing the application process for reimbursement, which can cover up to 100% of costs incurred during specified timeframes. This appropriation is a one-time allocation available until June 30, 2027.
