This bill mandates that health insurance plans in Minnesota provide coverage for cancer imaging and clinical genetic testing. Specifically, it defines "clinical genetic testing" as germline multigene testing for inherited mutations linked to an increased cancer risk, and "imaging" as evidence-based cancer imaging modalities following the National Comprehensive Cancer Network (NCCN) guidelines. The bill requires that health plans cover imaging for enrollees identified as having an increased cancer risk and clinical genetic testing recommended by healthcare providers for those with a personal or family history of cancer. Importantly, this coverage is not subject to any cost-sharing, such as deductibles or co-payments.
Additionally, the bill includes provisions regarding the application of coverage in relation to health plan deductibles. If the required coverage would lead to ineligibility for health savings accounts or catastrophic health plans before the deductible is met, the coverage for imaging and clinical genetic testing will only apply after the deductible has been satisfied. The new regulations are set to take effect on January 1, 2026, and will apply to health plans that are offered, issued, or renewed on or after that date.
