The bill establishes a School Health Advisory Committee in Minnesota, tasked with advising the governor and legislature on policies and practices related to school health. The committee will review and recommend effective policies aimed at safeguarding children's health in schools, addressing health barriers to learning, and ensuring the provision of evidence-based health services. Additionally, it will collect and report essential health data regarding Minnesota children, identify ineffective practices, and propose a coordinated model of school services for students with chronic and acute health conditions. The committee is also responsible for recommending funding sources for school health services.
Membership of the advisory committee will consist of various stakeholders, including registered nurses, physicians, mental health practitioners, school administrators, and parents of children with special health care needs, all appointed by the governor. The committee is required to meet monthly for the first year and at least quarterly thereafter, with an annual report due to the governor's office and relevant legislative committees by January 15 each year. The administrative support for the committee will be provided by the Departments of Education and Health, along with assistance from the Board of Nursing.
