The proposed bill establishes a School Health Advisory Committee in Minnesota, tasked with advising the governor and legislature on school health policies and practices. The committee will review and recommend effective programs to safeguard children's health, address health barriers to learning, and ensure the provision of evidence-based school nursing services. Additionally, it will collect essential health data, identify ineffective practices, and propose a coordinated model of school services for children with chronic health conditions. The committee is also responsible for recommending funding sources for school health services.
Membership of the advisory committee will consist of various stakeholders, including registered nurses, physicians, mental health practitioners, school administrators, and parents of children with special health care needs, all appointed by the governor. The committee is required to meet monthly for the first year and at least quarterly thereafter, with an annual report due by January 15 to the governor's office and relevant legislative committees. The administrative support for the committee will be provided by the Departments of Education and Health, along with assistance from the Board of Nursing.
