The bill appropriates $9,700,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Karlstad. This funding is designated for the engineering and construction of a primary airport runway and supporting facilities as part of Phase 3 of the project. The appropriation will cover various components, including runway and taxiway paving and lighting, a paved parking apron, necessary utilities, an aviation fueling system, navigational aids, and access drive and parking. This funding is in addition to previous appropriations made for Phases 1 and 2 of the project.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $9,700,000. The sale and issuance of these bonds will be conducted in accordance with the relevant Minnesota Statutes and the state constitution. The effective date of this section is set for the day following its final enactment.
