This bill amends Minnesota Statutes 2024, specifically section 13.32, to enhance the privacy of parent contact information in relation to educational data practices. It prohibits the designation of a parent's address, telephone number, email address, or other personal contact information as publicly available directory information. The bill clarifies that while data concerning parents is generally private, it may be treated as directory information under specific conditions, provided that the same procedures used for student data are followed. However, the personal contact information of parents cannot be designated as directory information.

Additionally, the bill introduces a provision allowing educational agencies or institutions to share a parent's contact information with committees for voter outreach related to school district referendums, but strictly for that purpose and with a requirement to destroy the data within 15 days after the election. The effective date of these changes is the day following final enactment, ensuring that from that point forward, a parent's personal contact information is treated as private data, regardless of any previous designations.
