This bill mandates the establishment of a maternal mental health program within health plans in Minnesota. It amends Minnesota Statutes 2024, specifically sections 62A.0411, 256B.69, and 256L.12, to require that health plans include comprehensive care for pregnant and postpartum individuals. The program must facilitate maternal mental health screenings, ensure reimbursement for related services, and provide resources for referrals to trained perinatal mental health providers. Additionally, health plans are prohibited from unreasonably delaying referrals to qualified behavioral health professionals when clinically indicated.
The effective date for these provisions is set for January 1, 2026, applying to all relevant policies and plans offered, issued, or renewed after that date. Managed care plans and county-based purchasing plans are also required to incorporate the maternal mental health program as outlined in section 62A.0411, with the same effective date or upon federal approval, whichever comes later. The commissioner of human services is tasked with notifying the revisor of statutes once federal approval is obtained.
