This bill amends Minnesota Statutes 2024, section 171.13, subdivision 1, to modify the availability of road skills examinations for driver's licenses. It establishes that the commissioner must ensure that only qualifying applicants can book a class D road skills examination appointment earlier than one month in advance. A qualifying applicant is defined as someone who resides in the same city or zip code as the exam station or in an adjacent city or zip code. Additionally, the bill mandates that the schedule for each exam station be posted on the Division of Driver and Vehicle Services website, which must also provide information about the next available exam dates and times, as well as an option for users to enter an address to find the nearest exam station.
The bill also includes a deletion of a previous requirement that the commissioner "shall" provide appointments for examinations within 14 days of an applicant's request, replacing it with a stronger obligation that the commissioner "must" do so if the applicant is eligible. Furthermore, the effective date for these changes is set for August 1, 2025, for examinations occurring on or after that date.
