The bill appropriates $15,000,000 from the general fund for fiscal year 2026 to the commissioner of employment and economic development for a grant to WE WIN Institute, Inc., a nonprofit organization based in Minneapolis. The funds are designated for the acquisition and improvement of property to enhance the organization's facilities, which provide academic, social, and culturally specific programming, as well as food services for black students. The appropriation allows for the renovation of existing facilities and the purchase of additional property to create a meeting and gathering space for community-based organization partnerships. This funding is a one-time appropriation and will remain available until the project is completed or abandoned.

Additionally, the bill includes a provision stating that it will take effect the day following its final enactment. This appropriation is also noted to be in addition to a previous appropriation made in Laws 2023, chapter 71, article 1, section 14, subdivision 105.
