The bill appropriates $15,000,000 from the general fund for fiscal year 2026 to the commissioner of employment and economic development for a grant to WE WIN Institute, Inc., a nonprofit organization. The funds are designated for the acquisition and improvement of property in Minneapolis to enhance the organization's facilities, which provide academic, social, and culturally specific programming and food services for black students. The appropriation allows for the purchase of additional property to create a meeting and gathering space, as well as for the predesign, design, construction, furnishing, equipping, and renovation of both the existing and new facilities. This funding is a one-time appropriation and will remain available until the project is completed or abandoned.
Additionally, the bill includes a provision stating that it will take effect the day following its final enactment. This appropriation is also noted to be in addition to a previous appropriation made in Laws 2023, chapter 71, article 1, section 14, subdivision 105.
