The bill appropriates $8,856,000 from the general fund for fiscal year 2026 to the commissioner of employment and economic development. This funding is designated for a grant to Union Gospel Mission, Inc., a nonprofit organization, to develop a community engagement center in Duluth aimed at assisting individuals experiencing homelessness. The grant will cover costs related to the predesign, design, construction, furnishing, and equipping of the center, which will include facilities such as a commercial kitchen, warming center, health service areas, classrooms, offices, and laundry and hygiene facilities. The appropriation is a one-time allocation and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642.

Additionally, the bill specifies that the new provisions will take effect the day after the final enactment.
