The bill appropriates $8,856,000 from the general fund for fiscal year 2026 to the commissioner of employment and economic development. This funding is designated for a grant to Union Gospel Mission, Inc., a nonprofit organization, to support the predesign, design, construction, furnishing, and equipping of a community engagement center in Duluth aimed at assisting individuals experiencing homelessness. The center will include various facilities such as a commercial kitchen, warming center space, health service facilities, classrooms, offices, and laundry and hygiene facilities. This appropriation is a one-time allocation and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642.

Additionally, the bill includes a provision stating that the section will take effect the day following its final enactment.
