This bill mandates the establishment of a maternal mental health program within health plans in Minnesota. It amends Minnesota Statutes 2024 by adding new subdivisions to sections 62A.0411, 256B.69, and 256L.12. The maternal mental health program must ensure comprehensive care for pregnant and postpartum individuals, encourage screenings based on guidelines from the American College of Obstetricians and Gynecologists, and provide adequate reimbursement for services related to maternal mental health. Additionally, health plans are prohibited from unreasonably delaying referrals to qualified behavioral health professionals when clinically indicated.

The effective date for these provisions is set for January 1, 2026, applying to all relevant policies and plans offered, issued, or renewed after that date. Managed care plans and county-based purchasing plans are also required to include the maternal mental health program as specified in section 62A.0411. The implementation of these requirements is contingent upon federal approval, with the commissioner of human services responsible for notifying the revisor of statutes once such approval is obtained.
