This bill mandates that transportation network companies (TNCs) in Minnesota ensure their vehicles are wheelchair accessible and adopt nondiscrimination policies. It establishes a Wheelchair Accessible Vehicle Services Account funded by a 15-cent surcharge on rides that are not accessible to wheelchair users. TNCs are required to report annually on their accessibility services, including data on the estimated time of arrival for accessible vehicles and the number of rides fulfilled or denied. If the commissioner finds that TNCs are not improving accessibility, they may impose fines of up to $15,000 on each company. Additionally, TNCs must create a publicly accessible nondiscrimination policy that outlines their commitment to providing equitable services to individuals with disabilities.
The bill also includes provisions for grants to support the purchase and maintenance of wheelchair accessible vehicles. Taxicab companies and independent contractors that meet specific criteria, such as maintaining at least 10% of their fleet as wheelchair accessible, can apply for these grants. The funds can be used for purchasing or modifying vehicles, as well as for maintenance and driver incentives. Furthermore, the bill amends existing statutes to allow cities to waive licensing fees for TNCs that meet the wheelchair accessibility requirement, thereby encouraging compliance and enhancing service availability for individuals with disabilities.
