This bill proposes the prohibition of nudification technology in Minnesota, which involves altering images or videos to depict intimate parts of identifiable individuals without their consent. It establishes definitions for key terms such as "nudify," "identifiable individual," and "intimate part," and outlines the responsibilities of website and application owners. Specifically, these entities are prohibited from allowing users to access or use their services for nudification purposes, as well as from promoting such services. An exemption exists for cases where the nudification requires significant technical skill from the user.

Additionally, the bill provides for civil actions against violators, allowing individuals whose images have been unlawfully nudified to seek compensatory and punitive damages, injunctive relief, and attorney fees. The attorney general is empowered to enforce these provisions, with civil penalties of up to $500,000 for each violation. The collected penalties will be directed to the general fund and used to support organizations that provide services to victims of crime, particularly those affected by sexual assault and domestic violence. The bill also clarifies jurisdiction for civil actions and maintains existing federal protections for information service providers. The provisions of this bill will take effect on August 1, 2026.
