The bill establishes a Traffic Calming Infrastructure Improvements Program aimed at enhancing traffic safety in cities of the first class in Minnesota. It appropriates $10 million for fiscal years 2026 and 2027 from the general fund to the commissioner of transportation, who will distribute the funds through grants. The distribution will be based on two criteria: 50% of the funds will be allocated according to each city's population share, and the other 50% will be based on each city's financial needs as determined by existing state statutes. This funding is designated as a one-time appropriation.
Eligible improvements under this program include various traffic calming measures such as horizontal and vertical deflection elements, intersection enhancements, paint, curb bump-outs, bollards, raised crosswalks, and other safety improvements within the right-of-way. Notably, improvements made on nonmunicipal state-aid streets will not be required to adhere to municipal state-aid street standards, allowing for greater flexibility in implementing safety measures.
