The bill establishes a Traffic Calming Infrastructure Improvements Program specifically for cities of the first class in Minnesota. The funds will be distributed by the commissioner of transportation, with 50% based on each city's population share and the other 50% based on each city's financial needs as determined by existing state statutes. Eligible improvements under this program include various traffic safety enhancements such as horizontal and vertical deflection elements, intersection improvements, curb bump-outs, raised crosswalks, and other measures aimed at improving safety in the right-of-way. Notably, improvements made on nonmunicipal state-aid streets will not be required to adhere to municipal state-aid street standards, allowing for greater flexibility in implementing these safety measures.
