This bill mandates a comprehensive study on the environmental impacts of artificial intelligence (AI) in Minnesota, to be conducted by the commissioner of the Pollution Control Agency. By January 1, 2027, the commissioner is required to submit a detailed report to relevant legislative committees. The report will assess various factors, including the energy consumption and pollution associated with the lifecycle of AI models and hardware, the cooling requirements of data centers, and the environmental impacts of design choices. It will also identify both positive and negative environmental impacts of AI applications, potential acute local impacts, and any disparate effects on different communities.
Additionally, the bill includes an appropriation of funds from the general fund for fiscal year 2026 to support the study and report preparation. The commissioner is instructed to engage with stakeholders and the public throughout the study process to ensure a comprehensive understanding of the environmental implications of AI technologies.
