The bill defines "first responders" to include active or retired peace officers, full-time and volunteer firefighters, ambulance service personnel, 911 telecommunicators, and correctional officers.

Additionally, the bill mandates that Abijah's on the Backside submit reports to the commissioner and relevant legislative committees regarding the therapy program. These reports must detail the program's budget, expenditures, the number of first responders served, and the services and benefits provided to participants. The initial report is required by January 15, 2026, with a final report due by January 15, 2028.
