This bill appropriates a total of $500,000 from the general fund for the fiscal years 2026 and 2027 to provide equine-experiential mental health therapy specifically for first responders suffering from trauma and post-traumatic stress disorder. The funds are designated for a grant to Abijah's on the Backside, which will implement the therapy program. The bill defines "first responders" to include active or retired peace officers, full-time and volunteer firefighters, ambulance service personnel, 911 telecommunicators, and correctional officers.

Additionally, the bill mandates that Abijah's on the Backside submit reports to the commissioner of employment and economic development, as well as to the legislative committees overseeing employment and economic development policy and finance. These reports will detail the program's budget, expenditures, the number of first responders served, and the services and benefits provided to participants. The initial report is required by January 15, 2026, with a final report due by January 15, 2028.
