The bill appropriates $1,600,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Scandia aimed at capital improvements to its wastewater infrastructure. This funding will specifically support the purchase and installation of nitrate pretreatment equipment as part of the expansion of the Bliss wastewater treatment plant, as well as the rehabilitation and repair of the primary lift station.

To facilitate this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $1,600,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The provisions of this bill will take effect the day after it is enacted.
