This bill amends Minnesota Statutes to introduce a grant-in-aid surcharge on all-terrain vehicle (ATV) registration fees and increase the fees for nonresident ATV state trail passes. Specifically, the registration fee for private use ATVs is raised from $6 to $20, while the fee for duplicate or transfer registrations increases from $4 to $15. Additionally, the registration fees for dealer-owned and manufacturer-owned ATVs are increased to $100 and $200, respectively. A new $45 surcharge is also established for each ATV licensed under the public use category, which will be allocated exclusively for grant-in-aid programs.
Furthermore, the bill raises the fee for a nonresident all-terrain vehicle state trail pass from $30 to $45. The revenue generated from this fee, along with the fees from the registration changes, will be directed to the all-terrain vehicle account in the natural resources fund, supporting grants for the construction and maintenance of ATV trails and use areas. The bill maintains exemptions for certain nonresidents and government-owned ATVs from needing a state trail pass.
