This bill amends Minnesota Statutes to introduce a grant-in-aid surcharge on all-terrain vehicle (ATV) registration fees and increases the fees for nonresident ATV state trail passes. Furthermore, the bill raises the fee for a nonresident all-terrain vehicle state trail pass from $30 to $45. The revenue generated from this fee will be directed to the all-terrain vehicle account in the natural resources fund, supporting grants to counties and municipalities for the construction and maintenance of ATV trails and use areas. The bill also clarifies that certain exemptions apply to nonresident trail pass requirements, including vehicles owned by government entities and those operated on private property.
