This bill amends Minnesota Statutes 2024, section 148.211, to allow nurses licensed under the Nurse Licensure Compact to practice in Minnesota under specific circumstances during peacetime emergencies and pandemics or localized disease outbreaks. The new subdivisions, 2b and 2c, define "out-of-state nurse" as a nurse holding a multistate license under the Compact but not licensed in Minnesota. It permits these nurses to practice in Minnesota during declared emergencies when additional nursing assistance is required, provided they are under contract with a Minnesota healthcare provider and that their licenses are verified as being in good standing.

The bill outlines the responsibilities of healthcare systems or providers that contract with out-of-state nurses, including the requirement to report the number of contracted nurses and the duration of their agreements to the commissioner of health. It also establishes that practicing under these provisions subjects out-of-state nurses to the jurisdiction of the Minnesota Board of Nursing, which has the authority to revoke their practice authorization. Both subdivisions will expire if Minnesota joins the Nurse Licensure Compact, with a requirement for the board to notify the revisor of statutes in such an event. The effective date for these changes is the day following final enactment.
