This bill amends Minnesota Statutes 2024, section 197.447, to expand the definition of "veteran" to include additional categories of individuals. The new definition specifies that a veteran is someone who has served honorably in any branch of the U.S. armed forces after active duty for at least 181 consecutive days or due to a disability incurred during service. It also includes individuals who were naturalized under the Hmong Veterans' Naturalization Act of 2000 or those determined by the commissioner of veterans affairs to have served honorably with special guerrilla units or irregular forces in Laos during the specified period.

Additionally, the bill establishes an advisory task force, consisting of up to seven individuals knowledgeable about the Secret War of Laos. This task force will advise the commissioner of veterans affairs on the criteria for determining veteran status under the newly expanded definition. The inclusion of these provisions aims to recognize and honor the contributions of a broader range of veterans, particularly those who served in less conventional capacities.
