The bill appropriates $4,500,000 from the general fund for fiscal year 2026 to the commissioner of employment and economic development. This funding is designated for a grant to the Neighborhood Development Center to design, construct, furnish, and equip a new entrepreneur innovation center in the Lake Street Corridor of Minneapolis. The center aims to support entrepreneurs from low-income communities by providing space for business development, which may include facilities such as a technology accelerator, a beauty, health, and wellness incubator with a small-batch production kitchen, community event and meeting space, a food production kitchen, and retail space. The appropriation is a one-time allocation and will remain available until the project is completed or abandoned, in accordance with Minnesota Statutes, section 16A.642.

Additionally, the bill includes a provision stating that it will take effect the day following its final enactment.
