The bill appropriates $950,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Minneapolis. This funding is designated for the design, construction, and equipping of capital improvements to the MacPhail Center for Music. The improvements include upgrades to HVAC, water heating, and other mechanical systems, as well as lighting and sidewalk replacements, among other building and site enhancements, in accordance with Minnesota Statutes, section 16A.695.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $950,000 to provide the necessary funds for the appropriation. The bond sale will be conducted following the procedures outlined in Minnesota Statutes, sections 16A.631 to 16A.675, and the Minnesota Constitution, article XI, sections 4 to 7. The provisions of this bill will take effect the day after it is enacted.
