The bill appropriates $6,000,000 from the bond proceeds fund to the Pollution Control Agency for a grant to St. Louis County. This funding is designated for the acquisition of property and the design, engineering, and construction of a new municipal integrated solid waste management campus. The facility aims to manage both new waste and previously disposed waste from closed landfills, with a specific focus on preventing perfluoroalkyl and polyfluoroalkyl substances (PFAS) and other contaminants from entering Lake Superior.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $6,000,000 to finance the appropriated funds.
