This bill appropriates $10,000,000 from the bond proceeds fund to the commissioner of human services for a grant to Hennepin County. The funds are designated for the predesign, design, construction, furnishing, and equipping of the St. David's Center facility located in Minneapolis. The facility aims to enhance public welfare by providing early childhood education, children's mental health services, pediatric therapy, and family support services. The appropriation will remain available until the project is completed or abandoned, and any nonstate funds spent on the project since January 1, 2024, will count towards the required nonstate commitments.
Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to finance the appropriated funds. The bond issuance will follow the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section is the day following its final enactment.
