This bill proposes an appropriation of $10,000,000 from the bond proceeds fund to the commissioner of human services for a grant to Hennepin County. The funds are designated for the predesign, design, construction, furnishing, and equipping of the St. David's Center facility located in Minneapolis. The facility aims to enhance public welfare by providing early childhood education, children's mental health services, pediatric therapy, and family support services. The appropriation will remain available until the project is completed or abandoned, and any nonstate funds spent on the project since January 1, 2024, will count towards required nonstate commitments.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $10,000,000 to finance the appropriation. The bond sale will be conducted in accordance with existing Minnesota statutes and constitutional provisions. The effective date of this section is set for the day following its final enactment.
