This bill appropriates $3,500,000 from the bond proceeds fund to the commissioner of the Pollution Control Agency for a grant to Olmsted County. The funds are designated for the design, construction, and equipping of a food waste separation system aimed at preparing food waste for recycling at an organic materials management facility.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $3,500,000 to provide the necessary funding. The provisions for the bond sale will follow the guidelines set forth in Minnesota Statutes and the Minnesota Constitution. The bill will take effect the day after it is enacted.
