This bill amends Minnesota Statutes 2024, section 12.31, subdivision 2, to establish new requirements for the declaration and extension of peacetime emergencies by the governor. The bill also mandates that the governor provide at least three days' notice to legislative leaders before convening both houses of the legislature to discuss the extension. Furthermore, it prohibits the governor from allowing a peacetime emergency declaration to expire and then declaring a new emergency for the same situation to circumvent legislative approval.
Additionally, the bill clarifies that if a new peacetime emergency is declared in response to a different event while a previous emergency is still in effect, the governor is not required to seek legislative approval for the new declaration, except for federal aid purposes. However, any extensions of either emergency declaration will still require legislative approval. The effective date of this amendment is set for the day following its final enactment.
