Specifically, it allows for a child care aide to substitute for a teacher during morning arrival and afternoon departure times, provided that this substitution does not exceed 25 percent of the center's daily operational hours. To qualify for this substitution, the child care aide must be at least 18 years old, have been employed at the center for a minimum of 30 days, and have completed the necessary training as outlined in section 142B.65.

This new provision aims to provide greater flexibility in staffing during peak times while ensuring that aides meet specific qualifications to maintain the quality of care. The effective date for this amendment is set for July 1, 2025.
