The bill mandates that public utilities in Minnesota submit a decommissioning and repurposing plan for coal-fired electric generation facilities scheduled for retirement in 2026 and 2030. Specifically, the plan must be included in the next resource plan filing under Minnesota Statutes, section 216B.2422, subdivision 2, and is due no later than February 1, 2026. The bill applies to facilities located within the Mississippi River - St. Cloud Watershed and requires the public utility to outline its plans for repurposing each unit of the facility.

Additionally, the public utility is required to provide a copy of the decommissioning and repurposing plan and timeline to the governing body of the municipality where the facility is located at the same time it is submitted to the Public Utilities Commission. If a resource plan is not filed or required before the February 1, 2026 deadline, the utility must submit the plan and timeline as a separate filing by that date.
