A bill for an act
relating to state government; directing that further work on any project previously
authorized by Minnesota Statutes, section 16B.2406, must be suspended until a
design plan for the project has been further approved by law; requiring the Capitol
Area Architectural and Planning Board to submit a recommended design plan for
the State Office Building no later than January 15, 2025.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Notwithstanding any law to the contrary, including prior tenant approvals, further
work on the State Office Building expansion project that was previously authorized under
Minnesota Statutes, section 16B.2406, must be suspended until a final design plan has been
further approved by law. No later than January 15, 2025, the Capitol Area Architectural
and Planning Board must develop and recommend to the chairs and ranking minority
members of the legislative committees with jurisdiction over rules a design plan that:

(1) addresses the critical health, life safety, and security needs of State Office Building
tenants and visitors;

(2) is of a scale and scope that retains the State Capitol building as the featured
monumental building on the State Capitol campus; and

(3) aligns, to the extent practicable, with the original vision for space use on the State
Capitol campus as documented by Cass Gilbert.

(b) The commissioner of management and budget must make funds in the Capitol Area
building account available to the board for any architectural or other professional services
necessary to develop its design recommendation.
