The bill mandates the Minnesota Department of Education to create a model policy regarding the possession and use of cell phones in schools. This model policy will outline best practices for limiting cell phone usage on school grounds, specifically prohibiting their use during instructional time and providing guidelines for storing student cell phones during such periods. The Department is also required to incorporate language that reflects these best practices into the model policy.

Additionally, the bill allows school district boards or charter schools to adopt their own policies on cell phone usage, which may include the model policy developed by the Department. If a district or charter school chooses to adopt this model policy, it must be included in the student handbook and made available on the school's website. The provisions of this bill will take effect the day after it is enacted.
