The bill appropriates $2,750,000 from the general fund for fiscal year 2025 to the commissioner of employment and economic development. This funding is designated for a grant to Neighborhood HealthSource to facilitate the predesign, design, construction, furnishing, and equipping of a new clinic in North Minneapolis. The new facility will replace the existing clinic on Fremont Avenue and will include affordable housing above the clinic, which will be managed by a separate organization. The appropriation is a one-time allocation and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642.

Additionally, the bill includes a provision stating that it will take effect the day following its final enactment.
