This bill authorizes specific fund transfers for school districts, charter schools, and cooperative units in Minnesota for the fiscal years 2025, 2026, and 2027. It allows these entities to transfer unassigned or unencumbered funds from any operating account to the undesignated balance in another operating account, provided that such transfers do not increase state aid obligations or result in additional property tax authority. School boards are required to adopt a written resolution detailing the purpose and amount of the transfers, which must be posted on their websites and communicated to the commissioner.

Additionally, the bill provides relief from certain state mandates for the school years 2024-2025, 2025-2026, and 2026-2027. It permits school districts and charter schools to adopt resolutions to not comply with state laws or rules that are enacted, adopted, or amended after February 12, 2024, specifically those under Laws 2023, chapters 54 or 55. Each decision to not comply must also be recorded, posted online, and communicated to the commissioner.
