The bill amends Minnesota Statutes 2022, section 97C.515, by adding a new subdivision that authorizes the emergency importation of live minnows to ensure an adequate bait supply for minnow dealers, retailers, and private fish hatchery license holders. Under this new provision, these entities can import minnows from other states without a permit if they are unable to procure enough bait from local sources for at least one day. This aims to address potential shortages in bait supply that could affect fishing activities.

Additionally, the bill requires that any minnow dealer, retailer, or hatchery holder who imports minnows under this emergency provision must notify the commissioner within 48 hours of the import. While a permit is not required for the importation, the commissioner retains the authority to inspect the imported minnows and related documentation to assess their quantity, source, species, and health. Furthermore, the existing regulations in section 97C.341 will not apply to minnows imported under this new subdivision.
