The bill amends Minnesota Statutes 2022, section 116J.396, by adding a new subdivision that allows the commissioner to transfer up to $5,000,000 of a fiscal year appropriation among various broadband programs, including the border-to-border broadband program, low density population broadband program, and the broadband line extension program, to better meet demand. This provision is effective the day following final enactment.

Additionally, the bill mandates the commissioner of employment and economic development to prepare and submit an application for State Digital Equity Capacity Grant Funding to the United States Department of Commerce, as part of the Infrastructure Investment and Jobs Act. The funds awarded to Minnesota from this application are appropriated to the commissioner for the purposes of the Minnesota Digital Opportunity Plan.
