The bill mandates the suspension of any further work on the State Office Building expansion project, which was previously authorized under Minnesota Statutes, section 16B.2406, until a new design plan is approved by law. The Capitol Area Architectural and Planning Board is tasked with developing and recommending a design plan by January 15, 2025. This plan must address critical health, life safety, and security needs for tenants and visitors, ensure that the State Capitol remains the focal point of the campus, and align with the original vision for space use as documented by architect Cass Gilbert.

Additionally, the bill stipulates that the commissioner of management and budget must allocate funds from the Capitol Area building account to support the board in obtaining necessary architectural or professional services for the design recommendation. The provisions of this bill will take effect the day after it is enacted.
