This bill amends Minnesota Statutes 2022, section 169.974, subdivision 5, to allow motorcycles to split lanes under specific conditions. The new provisions permit motorcyclists to operate their vehicles abreast of, overtake, or pass another vehicle within the same traffic lane, or between two parallel lanes of moving or stationary traffic, provided that the motorcycle does not exceed 40 miles per hour and is operated at no more than 15 miles per hour over the speed of traffic. Additionally, the bill introduces a new clause making it a petty misdemeanor for motor vehicle operators to intentionally impede motorcyclists from exercising these lane-splitting rights.

Furthermore, the bill mandates a public awareness campaign to educate drivers and the public about the safe practices for motorcycles passing vehicles within the same lane or between lanes. An appropriation from the general fund is allocated for this campaign, which is to be implemented by the commissioner of public safety. The effective dates for the new regulations and the public education campaign are set for July 1, 2025, and July 1, 2024, respectively.
