The bill appropriates $9,250,000 from the bond proceeds fund to the Public Facilities Authority for a grant aimed at supporting the West Central Regional Water System project. This funding will be allocated to Norman County, Clay County, or Polk County, or any combination of these counties, to acquire land and to predesign, design, engineer, and construct necessary facilities and infrastructure for Phase 1 of the project. This includes the development of a trunk transmission pipeline and associated clean water infrastructure to transport potable water to various cities within these counties, specifically Climax, Nielsville, Halstad, Hendrum, Perley, Georgetown, and Felton.

To finance this appropriation, the bill mandates that the commissioner of management and budget sell and issue state bonds up to the amount of $9,250,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section will be the day following its final enactment.
