The bill mandates the conveyance of specific state-owned lands to the Red Lake Band of Chippewa Indians, specifically targeting areas within one mile of the lakeshore of Upper Red Lake and all lands within the boundaries of the Red Lake State Forest. The commissioner of natural resources is tasked with this conveyance at no cost. Additionally, the commissioner must identify any funding restrictions or legal barriers to this transfer and report findings and recommendations to the relevant legislative committees by January 15, 2025.

To facilitate this land transfer, the bill appropriates $20,000,000 for the fiscal year 2025 to the commissioner of natural resources. This funding can also be used to acquire any necessary land to support the conveyance process. The appropriation is a one-time allocation and will remain available until June 30, 2034. The provisions of the bill will take effect the day after final enactment.
