The bill amends the definition of "prior qualified human trafficking-related offense" in Minnesota Statutes 2022, section 609.321, subdivision 14. The new language specifies that such offenses now include violations of certain state laws committed throughout a person's lifetime, as well as violations of similar laws in other states. The previous requirement that the offenses must have occurred within ten years from the discharge from probation or parole has been removed.

Additionally, the bill clarifies that the definition encompasses specific Minnesota statutes related to solicitation, inducement, and promotion of prostitution, as well as labor trafficking, and extends to similar statutes from other states or the United States. The effective date for this amendment is set for August 1, 2024, applying to crimes committed on or after that date.
