A bill for an act
relating to human services; appropriating money for families experiencing
homelessness in Ramsey County.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $15,000,000 in fiscal year 2024 is appropriated from the general fund to the
commissioner of human services for a grant to Ramsey County to fund and support Heading
Home Ramsey Continuum of Care. The grant must be used for maintaining homeless
response infrastructure and service capacity including emergency shelter, day shelter,
outreach, diversion, and support services for families, single adults, and unaccompanied
youth.

(b) Ramsey County may contract with eligible nonprofit organizations and local and
Tribal governmental units to provide services under the grant program.

(c) Ramsey County may use up to ten percent of this appropriation for administrative
expenses and is responsible for contract administration and monitoring under this section.

(d) The unencumbered balance does not cancel but is available until expended.

(e) The base for this purpose is $15,000,000 in fiscal years 2026, 2027, 2028, and 2029
and $0 in fiscal year 2030.
